After delayed environmental clearance, the project has now gained pace with around 20% of Phase-I site development completed, and nearly 98% of the 15 MLD water supply and groundwater recharge system completed
The development of the Bulk Drug Park at Haroli in Himachal Pradesh's Una district has gathered momentum after receiving environmental clearance, with key infrastructure works now underway, Minister of State for Chemicals and Fertilizers, Anupriya Patel, informed Parliament on Thursday.
The Department of Pharmaceuticals (DoP) sanctioned Rs. 1,000 crore for the project on October 11, 2022 under the Scheme for Promotion of Bulk Drug Parks, of which Rs. 225 crore was released on February 20, 2023.
The Himachal Pradesh Government has also sanctioned Rs. 118.46 crore as its share and released Rs. 35.53 crore during FY23 for the development of common infrastructure facilities.
According to the Government, a total of Rs. 116 crore of the Central share and Rs. 0.24 crore of the State share have been utilised between FY24 and FY27. The expenditure has been linked to the phased execution of approved infrastructure projects.
Major common infrastructure facilities under implementation include site development, water supply systems, power infrastructure, a Common Effluent Treatment Plant (CETP) with Zero Liquid Discharge (ZLD), steam generation system, warehouse, Centre of Excellence, solvent recovery system, emergency response centre and solid waste management facilities.
Providing an update on the project, Patel said around 20% of Phase-I site development has been completed, while nearly 98% of the 15 MLD water supply and groundwater recharge system is complete.
The 20 MVA power infrastructure required for the construction phase has also been completed by the Himachal Pradesh State Electricity Board Limited (HPSEBL).
Tenders have been floated for the Rs. 273 crore CETP with ZLD and the Rs. 300 crore steam generation system, while procurement of other critical utilities is in progress.
Minister said the scheme has been extended until FY27 following requests from participating states, taking into account project progress, fund utilisation and the expected completion timeline.
She acknowledged that the project experienced delays primarily due to the time taken to secure environmental clearance, which was granted on September 25, 2025, along with procedural approvals related to tree felling and procurement processes.
However, following the environmental clearance, project execution has accelerated, with several infrastructure packages now under implementation or in advanced stages of procurement.
The progress of the Himachal Pradesh Bulk Drug Park is being monitored regularly by the Scheme Steering Committee of the Department of Pharmaceuticals, senior officials of the department, and a High-Powered Committee headed by the Himachal Pradesh Minister of Industries.
