Department of Pharmaceuticals seeks proposals for SPEL study to strengthen logistics ecosystem

Bidding window open till May 15; study to map costs and bottlenecks across pharma supply chains


The Department of Pharmaceuticals has issued a Request for Proposal (RfP) inviting agencies to undertake a comprehensive study under the SPEL (Study of Pharma & Medical Device Logistics) initiative, aimed at strengthening India’s logistics ecosystem in the sector.

The proposed study will involve end-to-end mapping of the pharmaceutical and medical devices value chain—from raw material sourcing to last-mile delivery—along with an assessment of logistics costs, inefficiencies, and key bottlenecks. It will also benchmark India’s logistics performance against global standards and recommend measures to improve efficiency and competitiveness.

As per the RfP timeline, the document is available for download from April 17, 2026, with the last date for downloading and bid submission set for May 15, 2026 (up to 1700 hrs). Pre-bid queries can be submitted until April 30, 2026, followed by a pre-bid meeting scheduled on May 5, 2026 at Shastri Bhawan, New Delhi. Technical proposals will be opened on May 21, 2026, and financial bids on May 27, 2026.

The Department has designated Gunjan Verma, Director, as the point of contact for the process, with submissions to be made through the Central Public Procurement Portal (CPPP).

The initiative is part of the government’s broader push to optimize supply chain efficiency, reduce logistics costs, and enhance the global competitiveness of India’s pharmaceutical and medical devices industry.
